This programme covers the Maroodi Jeex and Awdal regions in Somaliland. It addresses the needs of the rural poor population in the target area and is designed to benefit an estimated 318,000 people in 160 communities, of which at least 30 percent are households headed by women. The programme's overall objective is to help introduce sustainable improvements to incomes, food security and the basic nutritional, health and sanitation status of targeted communities. Its targeting strategy draws upon the experience gained from the programme’s Phase I, which enabled the implementation of an integrated community-based process addressing the immediate and long-term needs of poor rural communities. A primary concern in this second phase is to ensure that all strategies and approaches adopted are those with maximum potential for sustainable impact and rural poverty reduction, to help achieve a substantial improvement in the productivity of the agriculture and livestock sectors and increase the geographical coverage of quality rural health, water and sanitation facilities and their use by IFAD target groups.
