Ha Tinh Rural Development Project

At less than one third of a hectare, average farm size in this coastal province is small and agricultural productivity is low. More than one third of the population of 1.3 million lives below the poverty line, and poor households face considerable food insecurity. The project has improved living conditions, in part by increasing agricultural training for women and by forming women’s savings and credit groups. Innovations have included: developing a self-reliant model based on decentralization, implementing a participatory approach to planning project activities, and establishing a community development fund, a development initiative fund and a commune-level revolving credit fund.
