IFAD
in Georgia
Since 1997 IFAD has invested a total of US$24.6 million in financing for three programmes and projects, two of which are ongoing, for a total value of US$71.0 million. IFAD works with the Government of Georgia to empower rural poor people through a long-term initiative in mountainous and highland areas. In the lowlands, the now-completed Agricultural Development Programme, which was co-financed by the World Bank, has contributed to land privatization and registration, and has improved prospects for land market development. It helped introduce rural credit for farmers and supported community participation and organization. The experience showed that improved access to credit can have positive effects on agricultural investment, outputs and rural livelihoods without distorting financial markets. For the Rural Development Project, also co-financed with the World Bank, IFAD provides funds to support market development and rural financial services. It contributes to building the capacity of commercial banks and other financial institutions. One of the project’s chief objectives is to create a model for financial services that can be replicated on a nationwide basis. The Rural Development Programme for Mountainous and Highland Areas is a joint programme involving poor rural people in Georgia and Azerbaijan. It provides the support they need to participate in the market economy and strengthens their capacities to manage their resource base. Activities are designed to improve rural people’s access to financial, technical and commercial services, to assist their communities in protecting and rehabilitating the environment, and to boost public capacity to respond to their needs.
