Beyond Relief Programme

The Programme was initiated in 1993 and brought to an abrupt halt in September 1995 by the civil war. The original programme was designed to help restore agricultural and livestock productivity in selected areas of Southern Somalia. The programme was then reformulated and relocated to the Awdal and Waqooyi Galbeed regions Somaliland, where a greater degree of security could be guaranteed. Local communities had undergone internal and external displacements, economic and social hardships and lacked access to basic minimum needs.

Initiated in 1997, the new programme was designed to help reactivate the local economy and improve conditions for the population, by enhancing productivity, increasing employment opportunities and improving access to basic services. Specific activities included:

  • improving access to clean water, health care, food and employment
  • helping improve agricultural, fisheries and livestock production and marketing
  • encouraging the creation of income generating opportunities

At its close the programme had successfully:

  • distributed seeds to farmers and established a seedlings and vegetable nursery
  • made oxen available for ploughing
  • made credit available for the rehabilitation of irrigated farms
  • provided training in improved farming practices and soil conservation measures
  • rehabilitated access roads
  • trained Nomadic Animal Health Auxiliaries in primary veterinary care
  • constructed water catchment areas for clean water supplies
  • provided training in health education
  • constructed latrines
