and primary stakeholders. Joint development of M&E is critical
for capacity-building.

people to do a good job, they need to be motivated. So the right
incentives are critical and come in many shapes and forms.

the most of inputs of staff, partners, primary stakeholders and
consultants by ensuring everyone is clear about her/his responsibilities.
This helps you avoid gaps and duplicate or contradictory efforts.

attention to where M&E functions and information flows fit
in the project so that the insights gained can feed into timely
decision making.
- People
can fulfil their M&E functions better with an appropriate
and flexible information system that provides easy access for
data entry, analysis and retrieval.
- All
of the above needs to be supported by thoughtful use of the existing
budget.
- In
all M&E efforts, work towards creating learning processes
that support local development. A decentralised learning process
between stakeholders requires local capacity-building, with local
resources and structures.
