The table below presents IEE work plan which includes the main dates of key IEE activities undertaken between December 2003 and April 2005.

Task 1: Inception Phase Report Start 1 December 2003 End 1st February 2004
  • Develop a common understanding of the IEE TOR to determine scope, focus, key questions, methodology and tasks of the evaluation
  • Select through random sampling 20-25 countries, 40-50 loan projects (coming into effect between 1994 and 2002) and 4-6 TAGs in the selected countries for desk study
  • Finalise IEE timetable
Task 2 Desk Review Start 2 February 2004 End 31 March 2004
  • Assess IFAD’s strategic frameworks, replenishment consultation reports, regional strategies and corporate policies developed since 1994, based on IFAD documents, interviews and meetings with IFAD staff
  • Assess documents relating to COSOPs, country programmes, loan projects and non-lending activities such as TAGs
  • Interview relevant IFAD staff & management
Task 3 Field Evaluations Start 1 April 2004 End 17 September 2004
  • Validate and supplement desk review through original research in sample countries of IFAD projects and TAG-funded activities
  • Fieldwork will include consultations and interviews with government representatives, civil society, the private sector, development agencies, the rural poor and their organisations
  • Undertake a review on IFAD human resources and Governance/Institution matters
Task 4 Draft Final Report Start 20 September 2004 End Feb / March 2005
  • First draft report: start 20 Sept, due to IFAD management on 2 November
  • Comments provided on first draft report by 3 December
  • Draft final report produced and provided on 7 January 2005
  • Comments on draft final report by 14 January
  • Draft final report revised and provided on 21 January
  • Draft final report discussed in April 2005 Executive Board with IFAD management response
Task 5 Final Report Start Feb / March 2005 End April 2005
  • Produced by the evaluation team 15 days after the April 2005 Board session
  • Translation, production and dissemination thereafter
