Independent External Evaluation (IEE): Selection of Countries, Projects & TAGs

IFAD’s Executive Board has insisted from the beginning of the IEE process that the sampling methodology used to select the countries and projects to be studied by the IEE team in the desk study and during the field visits is random. Random sampling is one way to ensure that the IEE is independent, impartial and credible.

Anxiously awaiting the resultsThe purpose of this communication is to provide feedback on the results of the random sampling exercise which took place last Friday, 30 January, at 11am in the Office of Evaluation. Approximately 40 IFAD staff attended the event including representatives from the regional divisions, OE and other organizational units. Mr Jim Carruthers, Assistant President PMD, Mr Luciano Lavizzari, Director OE, and Mr Derek Poate, the IEE team leader were also present.

The first task was to randomly select 21 countries (4 from Western and Central Africa, Eastern and Southern Africa, Latin America and the Caribbean and Near East and North Africa, and 5 from Asia and the Pacific) for the IEE desk study. Then ten countries (2 from each region) were again randomly selected from the initial selection of 21 countries for the IEE field work.

Finally, 20 of those 42 projects were selected for the desk study. This part of the selection process enjoyed a smaller audience but included representatives from OE, PMD and Information Training and Development (ITAD) – the IEE service provider.
