2011 Annual Report on Results and Impact of IFAD Operations (ARRI) This is the ninth Annual Report on Results and Impact of IFAD Operations (ARRI) produced by the Independent Office of Evaluation of IFAD (IOE). It consolidates and synthesizes the results and impact of IFAD-funded operations, using as its basis independent evaluations conductedby IOE. The report raises issues and highlights lessons learned that can contribute to further enhance IFAD's development effectiveness.

 Rwanda: Country Programme Evaluation 2012 Cooperation between IFAD and the Government of Rwanda, which began in 1981, has involved 13 projects for a total cost of US$284 million until 2010,1 of which IFAD loans have accounted for US$150 million (53 per cent). Rwanda is the eighth largest recipient of IFAD funding in the East and Southern Africa region. The present country programme evaluation (CPE) for Rwanda is the second conducted by the Independent Office of Evaluation of IFAD (IOE), following that of 2005. |
 Republic of Ghana: Rural Financial Services Project The objective of this project performance assessment (PPA) of the Rural Finance Support Project (RFSP) in Ghana was to generate findings and recommendations for the implementation of ongoing operations in the country and for the design of future operations. This assessment builds upon the previous project completion report validation and adds findings from a mission to Ghana conducted between February and March 2011. |

- Project performance assessment The Peer Review of IFAD's Office of Evaluation and Evaluation Function conducted by the Evaluation Cooperation Group in 2010 recommended that the Independent Office of Evaluation of IFAD (IOE) transform its approach to project-level evaluation by undertaking project completion report validations and, on a selective basis, project performance assessments (PPAs). |
