The CPE has two main objectives:

  • assess the performance and impact of IFAD operations in India
  • generate a series of findings and recommendations that serve as building blocks for the formulation of the forthcoming COSOP for India

The CPE analyses three mutually reinforcing pillars in the IFAD-India partnership. These include assessing the performance and impact of the:

  • project portfolio: 18 out of the 23 projects
  • non-lending activities: knowledge management, policy dialogue and partnership building
  • the performance of the India country strategic opportunities programme (COSOP)

With regard to assessing the performance of the project portfolio, the Office of Evaluation applies its standard evaluation methodology for each project following the internationally recognised evaluation criteria: relevance, effectiveness, efficiency, rural poverty impact, sustainability, innovation/replication/up-scaling and performance of partners.

Among other issues, the CPE has special focus on the results in promoting sustainable poverty reduction including the achievements related to gender equity, women’s empowerment and tribal development.
