Enabling poor rural people
to overcome poverty



On 12 February 2013 at 2.30 – 4.30 p.m., you may follow via webcast a pre-Governing Council thematic side event on "Measuring impact – Understanding pathways to rural transformation".

IFAD recognizes that much more needs to be done to address the needs of the daunting number of people living in poverty and hunger and put them on a secure path of equitable and resilient economic growth. The objective of this side-event is to stimulate discussion and to:

  • build awareness about the IFAD impact evaluation agenda among all stakeholders and seek their full support;
  • validate IFAD’s approach and enrich it with state-of-the-art know-how;
  • enhance the partnerships that are vital to accomplishing these goals.

The event will bring together government representatives, policymakers, highly experienced colleagues from centres of excellence with extensive knowledge and experience of impact evaluations, and IFAD colleagues and IFAD-funded project staff.



Panellists

Calogero (Gero) Carletto is the Lead Economist in the Development Research Group of the World Bank and Manager of the Living Standards Measurement Study (LSMS) programme. His research interests are in the areas of poverty, food security, and rural development, as well as data collection methods. He has extensive experience in the design, implementation, and analysis of household surveys. Prior to joining the World Bank in 2000, he worked at the International Food Policy Research Institute (IFPRI) and various UN agencies.

Jerry Clavesillas  is the Program Manager of the IFAD-funded Rural Micro Enterprise Promotion Program (RuMEPP) in Philippines. He is also the Assistant Director of the Bureau of Micro and Small and Medium Enterprise (SME) Development of the Department of Trade and Industry. He has been representing the Philippines for almost two decades in various SME-related international meetings, such as the biannual Asia Pacific Economic Cooperation and the ASEAN SME working group meetings. Mr Clavesillas also chairs the Sub-committee on Economic Cooperation of the ASEAN-Japan Comprehensive Economic Partnership. He is also a lecturer on various entrepreneurial development training programmes conducted by different training institutions, particularly the University of the Philippines- Institute for Small Scale Industries.

Philip Davies is the Head of the London office of 3ie, the International Initiative for Impact Evaluation. He is responsible for 3ie’s Systematic Reviews programme, and represents 3ie in Europe, the Middle East, and Africa. Prior to joining 3ie, Mr Davies was the Executive Director of Oxford Evidentia, a research consultancy company that specializes in public policy analysis and monitoring. From 2000 to 2007 Mr Davies was a senior civil servant in the United Kingdom Cabinet Office and Her Majesty's Treasury, responsible for policy evaluation and analysis. Before joining the Cabinet Office, Mr Davies was a University Lecturer in Social and Political Science at the University of Oxford, and he held academic positions at the University of Aberdeen and the University of California, San Diego. Mr Davies has substantive expertise in health and health care, education, social welfare, crime and justice, and international development.

Alessandra Garbero is as an econometrician at IFAD. Prior to joining IFAD, she worked at the International Institute for Applied Systems Analysis (IIASA), where she was part of a team of analysts working on analytical, methodological and modelling research since 2011. She also worked on population projections at the United Nations Population Division, on the impact of HIV/AIDS on food security and agriculture. As part of her work, she developed a methodology to evaluate the impact of HIV/AIDS on the agricultural labour force. Ms Garbero was also involved in improving agriculture-related gender-disaggregated data collection and dissemination for the Food and Agriculture Organization of the United Nations (FAO).

Ambassador Miguel Ruíz-Cabañas Izquierdo has been a career diplomat since 1979. He has been Ambassador of Mexico to Japan, Permanent Representative of Mexico to the Organization of American States (OAE), and Chief of the Migratory and Border Affairs Section of the Embassy of Mexico to the United States. He held several positions in the Permanent Mission of Mexico to the United Nations and in the Ministry of Foreign Affairs of Mexico. In the academic field, he has been professor of International Relations and Foreign Policy in several Mexican academic centres.

Moderator

Carlos Seré is the Chief Development Strategist at IFAD and heads the Office of Strategy and Knowledge Management.  Prior to joining IFAD, he worked as Director General for the International Livestock Research Institute (ILRI) in Nairobi, Kenya. Before that, he worked for the International Development Research Centre (IDRC) as Director of the Regional Office for Latin America and the Caribbean in Montevideo, Uruguay. From 1982 to 1990, he worked as Senior Economist and Head of the Economics Section of the Tropical Pastures Program at the Centro Internacional de Agricultura Tropical (CIAT) in Colombia.
