IFAD has explored the sustainable livelihoods framework in its programmes for some time. It has been developed to assist with project design and implementation. The sustainable livelihoods approach is a way of thinking about the objectives, scope and priorities of development. It puts people at the centre of development, thereby increasing the effectiveness of development assistance. One important tool to facilitate this approach is the Sustainable Livelihoods framework The framework endeavours to provide a way of thinking about the livelihoods of poor people that will stimulate debate and reflection, thereby improving performance in poverty reduction. In its simplest form, it views people as operating in a context of vulnerability. Within this context, they have access to certain assets or poverty reducing factors. These gain their meaning and value through the prevailing social, institutional and organisational environment. This environment also influences the livelihood strategies - ways of combining and using assets - that are open to people in pursuit of beneficial livelihood outcomes that meet their own livelihood objectives.
IFAD is now organizing a workshop on this subject for consultants
from the following countries: Cambodia, China, Indonesia, Laos, Mongolia,
the Philippines or Vietnam. If you are based in one of these countries
and you are a consultant that has already been involved in designing projects
for IFAD, this session is specifically held to help you in your work with
IFAD. You will learn more about how this framework can help projects to
have better design, implementation and impact. It should enable you to
become a key participant in IFAD projects by better understanding one
of the approaches IFAD wants to apply in the field.
The workshop will address the following topics:
- What is the sustainable livelihoods framework, why was it developed, and why should I use it?
- What is the PIP (policies, institutions and processes) box?
- How will my work change if I use the sustainable livelihoods framework?
A 'full immersion' experience, the workshop gives participants an opportunity to explore the subject in depth during training sessions and share viewpoints over meals. The workshop will include formal presentations, reading, group discussion, case studies, problem solving, and feedback sessions. Two training consultants, Peter Bailey and Rathindra Roy will facilitate the workshop. No prior knowledge of the framework is necessary. The workshop will most probably take place close to Manila in the Philippines from Sunday 21 to Friday 26 April 2002. The first and last days are travel days. Participants will be residents for five nights.
Travel, food and accommodation are provided free of charge. No DSA will be given out for the days of the workshop.
The first applicants to apply who meet the following eligibility criteria will join the workshop:
Consultants (15)
- At least five years of work experience in international development
- At least 1 previous contract with IFAD
- Operational knowledge of English
- Interest in working for IFAD on future consulting assignments
- Written support of two IFAD professional staff
