Enabling poor rural people
to overcome poverty



Background

It is an established practice for the Fund’s Office of Evaluation and Studies (OE) to organise, in close consultation with key partners, a workshop in-country as a final stage in the Country Programme Evaluation (CPE) process. Such a workshop would provide a broader opportunity to discuss with a wider partnership the findings and conclusions from the CPE, as well as develop a common understanding on the broad directions for future strategy and investment opportunities.

Objectives

The overall objective of the workshop is to prepare the grounds for formulating the CPE’s Agreement at Completion Point (ACP) based on the issues papers (see section C) to be discussed during the workshop. The ACP will include key insights and concrete recommendations that will guide IFAD, the Government of Tanzania (GOT) and other key stakeholders in defining priority areas of action in the medium-term in general and the preparation of the new COSOP. This will provide the bases for the preparation of the Tanzania Country Strategic Opportunities Paper (COSOP), a task that will be undertaken by IFAD’s Africa II Division (PF) in cooperation with GOT nad other partners in 2003.

Expected Focus and Output of the workshop

The workshop will consider three key themes (that have been agreed by GOT and IFAD) emerging from the CPE that require further reflection and discussion. Based on the CPE, an issues paper on each of the themes will be prepared. The issues paper will constitute the starting point for discussion during the workshop, which will benefit from the observations and suggestions of the participants. The themes are as follows:

  • Topic 1 – Approaches to the rural poverty alleviation and targeting
  • Topic 2 – Sustainability and Participation
  • Topic 3 – Agriculture technology issues

In addition, two cross cutting issues will be discussed: (a) M&E; and (b) Gender.

As mentioned above, the main output will be a short document summarising an agreement reached among workshop participants on important issues, insights and recommendations for the future co-operation framework between IFAD, GOT, BSF, UNOPS and others concerned.

Time and Venue

The workshop will be held at the Royal Palm Hotel in Dar es Salaam on 18 and 19 November 2002. The proposed agenda for the workshop is being prepared and will be forwarded to all the concerned parties as soon as possible for their comments.

Field Visit

A field visit will be organised before the workshop from 15-17 November to the Mara Region Farmers’ Initiative Project. This will provide an opportunity to visiting IFAD staff and others to hold discussions with beneficiaries and to see activities on the ground. The team will travel from Dar es Salaam to Mwanza by air and onwards to Mara region by car.

Invitation to the Workshop and Background Documentation

The workshop will be co-organised by GOT and IFAD. Invitations will be extended by the Permanent Secretary in the Ministry of Agriculture and Food Security in the joint name of GOT and IFAD. In terms of documents, IFAD will distribute copies of the executive summary of the Tanzania Country Programme Evaluation report in English and copies of the three issue papers on the topics mentioned under section C (as well as papers on the two cross-cutting themes).

  1. Design of the Worksho

A proposed Workshop agenda is being formulated for consideration by the concerned parties, with the emphasis on maintaining the discussion at the level of policy issues and widening the debate on strategic issues identified by the CPE. The agenda will be formulated to enable smooth coverage of discussions over a one and a half-day period.

The Honourable Minister of Agriculture will open the session and make some introductory remarks. The IFAD Directors of OE and PF will be asked to share their thoughts and observations. Subsequently, a presentation on the key lessons from Tanzania CPE will be made by the responsible Evaluation Officer. This will lead the way for the presentation by resources persons of three issues papers on the core workshop themes as well as two on cross-cutting themes. Time will be reserved for reflection, observation and debate from the floor in the plenary session.

During the afternoon of day one, the representative of the Belgian Survival Fund will relate their experiences and co-operation in the three IFAD-supported projects in Tanzania. Following plenary discussions, the participants will break out into four Working Groups and each be asked to brainstorm on one of the Workshop topics. A short closing plenary session will be convened at the end of day one of the workshop for few general observations.

Following opening remarks made by the Chairperson on the morning of day two, UNOPS Portfolio Manager will examine issues related to implementation and supervision. Subsequently, the four Working Groups will present to the plenary their feedback on the issues examined during the group sessions on day one, with the aim of providing a useful way to achieve appropriate integration among the topics discussed. During this session, time will be devoted to discussions in the plenary and the chairman will summarise some of the key points. The Director OE will then report on the next steps in the finalisation of the CPE. This will be followed by an overview of the process and timeframes for the preparation of the new COSOP by the IFAD Country Portfolio Manager for Tanzania. A closing statement will be made by the Honourable Minister of Finance.

The overall workshop will be organised under the Chairmanship of the Secretary from the Ministry of Agriculture and Food Security. The Chairman will steer the discussions, providing space and attention to key issues, as well as ensuring discipline and appropriate time management.

Media Coverage

In order to highlight some of the strategic issues raised by the CPE and discussed during the workshop, appropriate media coverage will be organised. This will include coverage through TV channels and by the daily newspapers.
