Project Cycle

COSOP/Inception
All future COSOPs will outline how women’s "agency role" will be promoted.
Formulation

Formulation missions will have gender-sensitive terms of reference.

Participatory rural appraisals will be accompanied by a major gender analysis.

Local processes leading to women’s marginalization will be documented more fully.

A specific strategy aimed at empowering women will be more clearly defined at each component level.

Appraisal
A gender specialist will operationalize the gender-mainstreaming packages, including women staffing.
Implementation and Follow-up
Gender sensitization through dialogue will be promoted, and Cooperating Institutions (CIs) will be requested for more specific feedback on gender issues in supervision mission reports.
Monitoring and Evaluation
The indicators mentioned in paragraph 67 will be more carefully reviewed in a ‘reality check’ workshop, to be organized in consultation with gender networks/groups.
