The Office of the President and the Vice-President (OPV) is composed of the President, the Vice-President, their respective front offices, Offices of Internal Audit, Office of the General Counsel:

Office of Audit and Oversight (OA) is an independent appraisal function established within IFAD to assist management in the effective discharge of its responsibilities to establish and maintain sound internal controls. The audit objective includes the identification of possible means of improving efficiency and economy in activities and the use of resources. The work of OA encompasses all procedures and access necessary to the examination and evaluation of the organization’s system of internal control.

The OA annual plan of work is approved by the President and is based on an assessment of risks and areas of significant exposures carried out by OA annually. To ensure the independence of the internal audit function, the head of OA reports and is accountable to the President. The operations of OA are reviewed by the Audit Committee to determine the effectiveness of the function. For more information, send mail to oamailbox@ifad.org

The Office of the General Counsel (OL) is directly answerable to the President.

OL provides substantive legal advice to IFAD’s secretariat and Governing Bodies on all legal aspects of IFAD’s operations and administration.

The core of OL’s work is project-related. Legal counsel work directly with country portfolio managers (CPMs) and the other members of the Project Development Team (PDT) to provide legal input and advice on project design and implementation. Among other things, OL is responsible for drafting and negotiating the legal agreements with IFAD’s borrowing Member States and NGOs that provide the legal framework for project implementation. In addition to project work, OL provides legal advice on a broad range of institutional issues, including the interpretation, implementation and periodic revision of its Basic Documents, the functioning of its governing bodies, the investment of IFAD’s Reserve Fund and human resources.
