This information note summarizes a wide range of information on your entitlements as a senior staff member (P-5 and above) of IFAD. Detailed information will be provided upon taking office.


1. Household Goods

All internationally recruited staff members are entitled to customs exemption on household goods imported into Italy for personal use. As a senior staff member, you have the right to import household goods for personal use throughout the entire period of your service with IFAD, including during home leave.

New staff members are advised to apply for an import permit as soon as possible following recruitment.

Lead time: about 45 days. If you intend to import arms or works of art, it will take longer as special documentation needs to be prepared.

2. Laissez-Passer

The United Nations Laissez-Passer (LP) is issued by the United Nations in Geneva exclusively for the purpose of official travel. If you are a D-2 and above, you will receive an LP with a red cover.

New staff members are advised to apply for an LP immediately upon arrival in Rome.

3. Identity Card

The Italian Ministry of Foreign Affairs (MFA) issues an identity card to all regular and fixed-term staff. The card exempts you from alien registration and replaces the permit of stay (permesso di soggiorno). It states your rank (funzionario di prima categoria) and status with IFAD, thus enabling you to obtain your privileges.

It is essential that you apply for an identity card immediately upon taking up duties at IFAD. To avoid difficulties, you should ensure that you and your family members obtain proper visa prior to entering Italy.

Holders of identity cards are entitled to travel within the Schengen countries1 without a visa and to re-enter Italy following official or personal travel.

Your spouse and your children up to 26 years of age may also obtain identity cards, thus exempting them from alien registration. If your children are older than 26, live with you in Italy and are still your dependants, the PVM office will assist them in obtaining a permit of stay. Children over 26 must return their identity cards.

Domestics recruited from abroad for service in your household must also obtain identity cards. (Please note that this does not apply if you are a staff member of Italian nationality.)

4. Alcohol and Tobacco

As a senior staff member, you are entitled to import a maximum of 9 000 cigarettes (approximately 150 packets per month) and 45 litres of alcohol over 22o on a quarterly basis. You can obtain a catalogue of available items from the PVM office.

You should place your order through the PVM office. Once your goods are delivered to IFAD, you will be sent an invoice and requested to collect your items.

5. Registration of Rental Contract

All professional staff members, except if Italian, are exempt from paying a registration tax on the rental contract of their apartment or house. You can obtain the relevant certificate, which is issued by the MFA, through the PVM office.

6. Exemption from Annual Television Tax

Senior staff members, except if Italian, are exempt from paying the annual television tax (canone RAI di abbonamento TV). When you receive the RAI notification requesting this tax, you should return it to the PVM office for cancellation. Please be aware that you cannot be reimbursed for television tax that you have already paid.

7. VAT Exemption

As a senior staff member, you are exempt from paying value added tax (VAT) (or imposta sul valore aggiunto (IVA) in Italian) on purchases of more than EUR 258.23 net on each invoice.

8. Vehicles and Ownership Taxes

As a senior staff member, you may import (with no importation time limit) and/or purchase locally up to two vehicles duty-free every three years. The three-year period is calculated from the date of issuance of the certificate of VAT exemption You may obtain CD plates for both cars.

Cars with foreign license plates may circulate in Italy for a maximum of six months from the date of entry into Italy. You can request a change to CD or Italian license plates through the PVM office.

You are exempt from paying annual ownership taxes on two cars at any given time. You need to apply for this exemption for cars with Italian license plates, while cars with CD plates are automatically exempt.

All staff members who own or operate a car must hold motor insurance against liabilities to third parties, including passengers.

You are advised to insure your car to its fullest value on the Italian market (i.e. including customs duties), since in case of theft or demolition (for instance, following an accident), you could be required by Italian law to pay customs duties on the current market value of the car.

9. Sale and Replacement of Vehicles

At the expiration of three years from the date of issuance of the certificate of VAT exemption, you may replace a car that you have imported or purchased duty-free without paying customs duties and VAT.

In special circumstances and with the authorization of the Italian authorities, you may sell your car before the end of three years.

If you leave Rome before the three years have elapsed, you may export your car (esportazione agevolata). You may also sell your car provided you follow the correct procedures.

10. Driving License

Staff members may drive a car with either a CD or an Italian license plate in Italy, provided they have:

  • a valid national driving license accompanied by a non-official translation into Italian and an IFAD declaration certified by the Italian authorities, which can be obtained through the PVM office; or
  • an Italian driving license.

Foreign driving licenses may, with few exceptions, be converted into Italian driving licenses. You must apply to the Automobile Club d’Italia (ACI) for conversion. Please be aware, though, that your foreign license will be withdrawn.

11. Petrol and Oil

As a senior staff member, you are entitled to the following monthly quantities of petrol and oil:

  • for your first car: 300 liters of petrol and 6 liters of oil;
  • for your second car: 200 liters of petrol and 4 liters of oil.

The entitlement starts:

  • for your first car, when you submit to the PVM office a copy of the certificate of ownership of a car with a CD or Italian license plate;
  • for your second car: on the quarter following your request.

Please note that if your car has a foreign license plate, you are not entitled to petrol and oil unless you have requested an import license for the car and a change to a CD or Italian license plate.

12. Certificate of Residence

Although you are exempt from alien registration once you hold an identity card, you may require a legally valid certificate of residence for various purposes. This certificate can be obtained from the PVM office.

13. Visa

The PVM office will assist you in obtaining appropriate entry visa for yourself, for your dependent family members, and for foreign domestic helpers who have been recruited abroad and will be joining you in Italy. This office is also responsible for obtaining visa for all official travel.

A visa type "D" is compulsory for new staff and family members except for nationals of countries belonging to the Schengen area.

14. Fiscal Code

By law, everyone living in Italy must have a fiscal code (codice fiscale) issued by the Ministry of Finance. You will be asked for this code when you buy a car, rent an apartment or open a bank account. Doctors and lawyers also often request it for billing purposes.

All staff must apply for a fiscal code. The PVM office will obtain your code free of charge and codes for your spouse and dependent children, if required, against a minimum payment.

New staff members are advised to obtain a fiscal code immediately upon arrival in Rome.
