Organizational context
Within the Office of the Secretary (ES), the Country Outreach Management Team is responsible for the mobilization of regular resources through the Replenishment process and the mobilization and management of supplementary funds in order to contribute to IFAD’s mandates. Under the general supervision of the Head of the Country Management Office (to be appointed) and working closely with the Programme Managers of ES, the Supplementary Funds Officer will be responsible for the management of the overall programme of activities funded through the IFAD’s supplementary funds (SF) and for which ES has direct corporate responsibility. The Supplementary Funds Officer has the front line role for: reviewing and clearing projects submitted to ES for supplementary fund financial support, ensuring sound administrative management, and reporting. Particular emphasis will be placed on ensuring the strategic allocation and mobilization of supplementary funds by assisting the Programme Managers in the negotiation with donors and the Country Portfolio Managers in networking with ES’ Programme Managers to mainstreaming regional strategic priorities. As part of the Country Outreach Management Team the Supplementary Funds Officer will be also required to propose and implement IFAD’s donor country strategies in order to determine an enabling environment for the replenishment cycle, contributions, and supplementary funding.
Responsibilities
- Promote the strategic allocation of supplementary funds, taking into account IFAD overall Strategic Framework and Programme of Work, and in accordance with donors’ geographic and thematic priorities as per IFAD’s Agreements with donors;
- Assist the Programme Management Department (PMD) and Country Portfolio Managers (CMP) mainstreaming regional strategic priorities with supplementary fund donors;
- Develop and communicate to Budget Holders, guidelines on how Supplementary Funds can be used for the activities approved. Provide advice on how to apply these guidelines, as required by Budget Holders;
- Supervise and administer the usage of supplementary funds including: (i) process of call for proposal/approval; (ii) efficient implementation of activities; (iii) ex-post reviews to monitor compliance with guidelines and Partnership Agreements; (iv) reporting to donors as requested, and (v) administrative support as requested;
- Develop and manage the supplementary funds section on ES’ web site/intranet to ensure an efficient and transparent SF approval/management/usage;
- Facilitate and participate in consultations and coordination meetings between PMD and Programme Managers;
- Provide Programme Managers with elements for negotiating Partnership Agreements and for ensuring additional contributions to thematic/geographic programmes;
- Ensure donors’ visibility within the implementation phase of the SF programme;
- Collaborate with other IFAD Departments to support the financial management and administration of the SF supported portfolio in an efficient and effective manner
- Assess project management performance
- Participate in meetings, seminars and ad-hoc field visits as required
- Contribute to the successful completion of the Replenishment consultation through the management of Donors’ partnership as requested.

Professional and academic requirements
- Higher degree in economics or related disciplines
- Five years of post qualification professional experience in international development institutions
- Experience in project portfolio management
- Knowledge of Donors’ partnership management
- Excellent written and verbal communication in English essential; working knowledge of another IFAD official language (Arabic, French, Spanish) desirable
- Knowledge of IFAD is an asset.
