Background
IFAD is an international financial institution and a specialized United Nations agency. It finances programmes and projects that increase agricultural productivity and raise rural incomes. It advocates at local, national, and international levels for policies that enable poor rural people to overcome poverty.
Duties and functions
Reporting directly to the President of the Fund, the Vice President is effectively the Deputy Chief Executive of the Fund and, as a member of the Executive Management Committee (EMC), provides counsel to the President on the strategic direction of the Fund and all aspects of its operations and activities. In addition, the Vice President:
- chairs the Operations Management Committee (OMC) of the Fund, which has the responsibility for overseeing the implementation and delivery of the Fund’s corporate policies, strategies, programme of work and budget.
- supports the President in strengthening the political and financial support for IFAD among member states through outreach and advocacy as well as overseeing the administrative arrangements for the meetings of the governing bodies of the Fund.
- strengthens collaboration with the other Rome-based agencies through liaison with the Deputies of FAO and WFP in order to reinforce the UN reform agenda.
- ensures effective inter-departmental communication, collaboration and coordination.
- gives direction to the strategic planning and budgeting functions of the Fund.
- oversees the management and optimal deployment of the Fund’s human resources.
- supervises the resource mobilization and partnership efforts of the Fund and, in particular, the triennial replenishment of the Fund.
- actively supports the reform efforts of the Fund.
- oversees the Quality Assurance (QA) functions of the Fund; and
- represents the President in his/her absence or at his/her request.
Professional requirements
- Advanced University Degree in economics, business administration or a development-related discipline.
- Senior line management experience at an international level in a financial institution, international organization, UN Agency or similar development organization.
- Strong track record in leadership and management.
- Ideally, experience in a strategic corporate function such as human resources or strategic planning.
- Excellent communication and networking skills.
- Ability to work in a multi-cultural, social and political environment.
- Fluency in English and working knowledge of one of IFAD’s other official languages: Spanish, Arabic, or French.
