Pastoral Community Development Project - improved access to water for livestock.

   

Project area. The project will be implemented in 57 woredas (districts) of the Afar, Oromia, Somali and Southern regions of Ethiopia.

Target group. The target group consists of 600,000 rural households living in the arid and semi-arid lowlands of Ethiopia. They represent 25 per cent of the total pastoral population.

Project objectives. The objectives of the project are to strengthen the resilience of pastoral communities to external shocks and improve their livelihoods through increased access to basic social services.

Project description. In addition to project coordination and management, the project will have three components:

  • Sustainable livelihoods enhancement. In order to better manage local development in pastoral areas, this component will further strengthen decentralized and participatory planning at the community/kebele(subdistrict) and woredalevels. Mobile support teams will assist pastoral and agropastoral communities in identifying, prioritizing, designing and implementing community action plans that reflect their development priorities. Community subprojects will be funded through a community investment fund and income-generating activities through a rural livelihoods programme. The project will establish rural savings and credit cooperatives (RUSACCOs) underpinned by capacity-building at the community and local levels.
  • Pastoral risk management. The goal of this component is to improve the existing pastoral early warning system through a participatory approach, underpinned by a disaster preparedness strategic investment programme.
  • Participatory learning and knowledge management. This component will strengthen demand-driven participatory learning, knowledge generation and research methodologies at the community level; and support knowledge management and information exchange/networking system at the federal and regional levels.

Important features. Accounting for nearly 15 per cent of the country's total population, pastoralists and agropastoralists are among the poorest and most vulnerable rural households in Ethiopia. The plight of pastoral communities has been recognized within the framework of Ethiopia's second-generation poverty reduction strategy paper (commonly known as the Plan for Accelerated and Sustained Development to End Poverty). The proposed project is the second phase of a rather successful partnership between pastoral communities, local and federal governments, the International Development Association (IDA) and IFAD. The proposed project is consistent with IFAD's 2008 country strategic opportunities programme for Ethiopia. The key development innovations include: (i) institutionalization of a community demand-driven development process within the decentralized regional administration; (ii) establishment of operationally sustainable RUSACCOs in pastoral areas, including ones owned and managed by women; and (iii) improved governance with the active participation of local communities and NGOs in monitoring project performance, in addition to better knowledge management, learning and communication.


Cofinanciers. The project has been jointly initiated by IDA and IFAD. IDA has already approved a loan of US$23.4 million and a grant of US$56.6 million. IFAD is planning to provide US$39.0 million (of which 50 per cent on a grant basis).
