The Executive Board also reviewed the COSOP for the Republic of The Sudan (document EB 2002/76/R.11). Several Directors expressed their support to both the timeliness and content of the proposed strategy as The Sudan was emerging from a state of conflict. It was noted that a large number of people were forced to live under severe poverty in The Sudan and that there was growing concern as to how much longer the country would continue to depend on emergency food assistance. The principles of geographic concentration of IFAD operations, the targeting on the rainfed agriculture areas where the poorest people are actually concentrated, and good local governance were central to the proposed strategy and provided an excellent framework for a continuing policy dialogue with the Government and other partners. While the regional division was complimented for an excellent and well-thought through strategy paper that fits well with the corporate strategic framework and regional strategy, some Directors drew the attention of the staff to the importance of coordination with other donors and other UN agencies, and to the need to carefully consider governance issues in designing future projects that would stem from this strategy. IFAD was also invited to elaborate on a strategy that would foster the role of innovation in future rural poverty alleviation operations. The
Executive Board Director for the United States stated that his country
would vote against lending to the Government of the Republic of The
Sudan and therefore opposed the COSOP for The Sudan.
