Implementation Arrangements
Implementation of Agricultural, Livestock and Forest Development
Activities
The PCU together with DALF, will be responsible
for the sub-component. Together, they will develop agricultural
strategies and annual work programmes with the districts for
the implementation of Programme activities. In a similar way
to the water and roads components, the districts will take
an increased responsibility for implementation of the agricultural,
livestock and forest development activities. The participatory
agricultural planning process, which will shortly be completed
in all districts, will provide the basis for determining Programme
priorities and orienting Programme investments in each district.
As in the first phase, the Programme will use NGOs and other
service providers to provide the main body of technical and
management support for the implementation of the activities.
However, as the contracts, whenever possible, will be developed
on a district basis, the districts will have a considerably
greater involvement in determining what will be contained
in the contract and how the service providers will operate
within the district.
Facilitators. Given the low level
of capacities in the district in relation to the design, formulation,
planning and implementation of extension activities, a team
of eight facilitators will be recruited by the PCU, in close
collaboration with DALF. Each district facilitator will be
responsible for the coordination of all agriculture, forestry
and livestock activities in the district. District facilitators
will be placed under the authority of the PCU. They will work
in close collaboration with the district Executive Secretary
and district agriculture, livestock and forestry extensionists.
In addition, progressive (performing) farmers will be appointed
to serve as auxiliary extension personnel. They will be responsible
for disseminating new technologies and husbandry practices
to farmers and farmers' groups. They will report to the district
facilitators and will work closely with the district agriculture,
livestock and forestry extensionists and with the sector CDCs.
They will not be salaried but the PCU will provide them with
in-kind incentives (including a bicycle).
Infrastructure. Based on indications
drawn from district development plans, special district allocations
will be calculated to cover for agriculture and livestock
related infrastructure (e.g. milk collection centres, seed
and storage centres, animal traction centres, cattle markets,
etc.), as well as for public forestry. These will be public
infrastructure, whose use and management will be entrusted
to private associations such as farmer's organisations, LOAs
and other management associations. Contracts will be signed
between districts and relevant associations specifying use
and management modalities, including rental arrangements.
Market-oriented technical support services.
Activities related to the strengthening of extension services,
training of farmers and creation/reinforcement of farmers
associations will be jointly planned by DALF, ISAR and the
PCU, together with the districts. Research activities will
be implemented by ISAR, CIAT and ICARDA, under contracts signed
with the PCU and co-signed by DALF. Commodity chain analysis
will be carried under a dual coordination and supervision
of an international NGO and ISAR.
Livestock Production and Commercialisation.
Activities in this area will be private-based and market-oriented,
using Livestock Owners Associations (LOAs) and Community Animal
Health Agents (CAHAs) as the focus of their implementation.
The planning, coordination and supervision of activities
will be the responsibility of the PCU livestock adviser, in
close collaboration with DALF and with the district. Implementation
of activities on the ground will be outsourced to several
specialised NGOs, and a contract will be established with
the National Artificial Insemination Centre (CNIA) for the
implementation of activities related to local breed improvement.
Contracts will be passed by the PCU and co-signed by DALF.
Forest management. Activities in this area can be
grouped in four categories:
· Capacity-building. This category
includes studies, support to ISAR for the documentary studies
and training and backstopping of district forestry technicians,
campaigns of sensitisation, mobilisation and information of
communities and district authorities. These activities will
be implemented by the PCU in close collaboration with DALF.
A contract will be signed by the PCU and co-signed by DALF
with a consulting firm for the mapping and assessment of mountains
ridges in the whole province to facilitate their reforestation.
· Provision of planting material. This
category includes the procurement and distribution of inputs
to nurseries as well as the purchase of all seedlings by the
programme for planting both in district forests (public forestry)
and by individual households (social/commercial forestry).
Planting material for public forestry will be purchased by
the district with programme funds. Purchases for social/commercial
forestry will be done by the PCU in consultation with DALF.
· Plantation and maintenance of district
plantations. Funds for this activity will be transferred
to the district and managed according to rules defined by
the PCU in consultation with DALF.
· Plantation and maintenance for social/commercial
forestry. These activities will be carried out by an
NGO that will work under the supervision of the PCU and in
close collaboration with DALF.
