The Umutara Community Resource and Infrastructure
Development Project (UCRIDP) was signed on the 7th of
June 2000. The project started on the 5th of December
2000.
The UICRDP is basically a ten year Project
based on the Flexible Fincancing Facility Mecanism offered
by IFAD. Between May 16th and May 28th: a 'Supervision
Mission" did take place.
An intermediate or Interim Review of the
project took place in November 2003 and it was suggested
that the Second phase of PDRCIU which is going to Accompany
the National Decentralisation Process. In line with
this demand of Reorganisation the following points have
been regrouped as follows:
(i)Support given to aide the decentralisation
and the development of infrastucture.
(ii) Economic transformation of the
Monde Rural /or/ the Rural communities.
(iii) The unity of the Project coordination.

Le projet de développement des
ressources communautaires et des infrastructures de
l'Umutara (PDRCIU) a été signé
le 7 juin 2000. Le projet est entré en vigueur
le 5 décembre 2000.
Le PDRCIU est un vaste programme de 10
ans basé sur le principe du Mécanisme
Flexible de Financement du FIDA. Une mission de supervision
a eu lieu du 16 au 28 mai.
Une revue interphase du projet a été
réalisée en novembre 2003 et a préconisé
que la seconde phase du PDRCIU soit conçue dans
une logique d'accompagnement du processus national de
décentralisation de l'état Central vers
les provinces et districts. Afin de répondre
à cette nouvelle réorientation, les composantes
et sous-composantes ont été regroupées
comme suit:
(i) Appui à la Décentralisation et
au Développement des Infrastructures
(ii) Transformation Economique du Monde Rural
(iii) Unité de Coordination du projet (UCP)
