The challenges and opportunities facing IFAD in the coming years relate to its ability to make a sustainable contribution to reducing poverty and its capacity to innovate through its projects and programmes. The Fund must work to ensure that there is broad consensus on the centrality of rural poverty in overall poverty-alleviation efforts; that the poor have a role as protagonists in the formulation and implementation of poverty-reduction programmes; and the forging of a broad-based coalition for that purpose among all sectors of society. The Rural Poverty Report 2001 has provided a platform for public debate and served as a stimulus for the Fund to further sharpen and refine its regional and country strategies.
