Institutions - Empowerment

Institutions determine how development benefits are distributed among groups and people in a society. It must be ensured that the rural poor are treated fairly. Institutions must be developed so that these can help the poor. The poor, particularly women, ethnic minorities, and indigenous groups, have to have effective voice in these institutions.

They have to participate in building them. For participation to be effective, cultural bias, illiteracy, time constraints, and other barriers to participation, particularly for women, need to be removed . The poor need help to create their own organizations and to develop new rules for sharing things out. When women and the poor have organized, they have been able to have some impact on the agendas of community institutions.

Existing institutions can be modified to respond to the needs of the poor. Where this is not possible, new institutions need to be developed to ensure equitable distribution of benefits and opportunities.
