Agreement Establishing the International Fund for Agricultural Development

The Agreement Establishing IFAD was adopted by the United Nations Conference on the Establishment of an International Fund for Agricultural Development on 13 June 1976 in Rome.

Opened for signature, in accordance with its Article 13.1(a), on 20 December 1976, in New York.

Entered into force, in accordance with its Article 13.3(a), on 30 November 1977.

Section 8 of Article 6 amended, in accordance with Article 12, by Resolution 44/X of the Governing Council on 11 December 1986. Amendment entered into force on 11 March 1987.

Articles 3.3, 3.4, 4.2, 4.5, 5.1, 6.2, 6.3, 6.5, 6.6, 12(a) and 13.3 and Schedules I, II and III amended, in accordance with Article 12, by Resolution 86/XVIII of the Governing Council on 26 January 1995. Amendments entered into force on 20 February 1997.

Article 4.1 amended, in accordance with Article 12, by Resolution 100/XX of the Governing Council on 21 February 1997. Amendment entered into force on 21 February 1997.

Lending Policies and Criteria

The Lending Policies and Criteria were adopted by the Governing Council at its Second Session on 14 December 1978. They were amended by the Governing Council at its Seventeenth Session on 28 January 1994 (Resolution 83/XVII), its Eighteenth Session on 26 January 1995 (Resolution 89/XVIII), its Nineteenth Session on 18 January 1996 (Resolution 94/XIX), its Twentieth Session on 21 February 1997 (Resolution 101/XX), and its Twenty-First Session on 12 February 1998 (Resolution 106/XXI).

By-laws for the Conduct of the Business of IFAD

The by-laws for the Conduct of the Business of IFAD were adopted by the Governing Council at its First Session on 16 December 1977. The Governing Council amended Sections 7, 10 and 14 of the By-laws in paragraph III of its Resolution 86/XVIII, which was adopted on 26 January 1995 and entered into force on 20 February 1997.

Financial Regulations of IFAD

The Financial Regulations were adopted by the Governing Council at its First Session on 15 December 1977. The Governing Council amended Regulation IV.1 of the Financial Regulations in paragraph 2 of its Resolution 100/XX, which was adopted on 21 February 1997 and entered into force on the same date.

Rules of Procedure of the Governing Council

The Rules of Procedure were adopted by the Governing Council at its First Session on 13 December 1977. Rule 2 was amended by the Governing Council at its Thirteenth Session by the adoption of Resolution 61/XIII on 25 January 1990. The Governing Council amended Rules 1, 3.2, 9.3, 12.1, 15.2, 26, 33.1, 34, 35.3, 38.2, 39.1, 40.1, 40.2, 41.2 and 44 of the Rules of Procedure in paragraph IV of its Resolution 86/XVIII, which was adopted on 26 January 1995 and entered into force on 20 February 1997.

Rules of Procedure of the Executive Board

The Rules of Procedure of the Executive Board were adopted by the Executive Board at its First Session on 14 December 1977. The Executive Board amended Rules 1, 2.2, 12.4, 14, 18, 19.1, 20.3, 23 and 24 of the Rules of Procedure at its Fifty-Fourth Session on 13 April 1995. These amendments entered into force on 20 February 1997.

Procurement Guidelines

The Procurement Guidelines were adopted by the Sixteenth Session of the Executive Board of IFAD in September 1982.

General Conditions for Agricultural Development Financing

The General Conditions for Agricultural Development Financing present, more simply and clearly, the latest amendments corresponding to the policy and institutional changes that IFAD has undergone in the last 12 years. The General Conditions are now more realistic and reflect more accurately the actual procedures, arrangements and understandings between IFAD and its borrowers. The organization intends these General Conditions to be legally binding.
