    The Guidance Note provides a brief overview of IFAD’s approach to targeting drawing on the Policy on Targeting and field experience. It describes what IFAD means by targeting, who IFAD’s target group is, and the different categories of targeting measures. Boxes are included illustrating the application of different targeting methods.

They are regularly used by IFAD in Quality Enhancement Reviews during project formulation and are periodically updated on the basis of experience.

    Poverty and Livelihoods analysis for targeting in IFAD-supported projects
    Poverty and livelihoods analysis is one tool for assisting in the process of targeting project interventions by helping determine who will engage in, and benefit from, the different activities to be undertaken. These guidelines describe how to undertake poverty and livelihoods analysis at the project design stage, in order to deepen the understanding of poverty dynamics and the livelihoods of the target groups so that actions can be designed around the livelihoods and priority needs of different target groups. This analysis also forms the basis for subsequent monitoring of targeting performance.

    As a policy principle, IFAD, together with the government concerned and other partners, will ensure that outputs, outcomes and emerging impact are regularly monitored to ensure that they reach the identified target groups and are of continued relevance to them.
