This course will give you an understanding of the planning, monitoring and evaluation activities expected to occur during the project implementation phase. It will give you an insight into the annual planning process, the need for continuous data collection and project monitoring and surveys at baseline, mid-term and completion. It will discuss field visits, special studies and the importance of M&E capacity building. It will also highlight the need for transforming data into meaningful information and good-quality reports. Finally, it will look at M&E in relation to supervision missions, the mid-term review and the completion process.

The course is composed of six modules:

- Module 1 What is expected of project-level M&E, explains what is expected of project-level M&E, how M&E helps projects and how project-level M&E will deliver on the expectations.

- Module 2 Project start-up, discusses the Monitoring & Evaluation (M&E) aspects that should be covered during a start-up workshop and the start-up phase. It will also talk about when a baseline survey should be conducted, the key actors involved, their roles and the main steps involved in conducting the survey.

- Module 3 Annual planning, looks at the annual planning process, the Annual Work Plan and Budget (AWPB) document and a detailed activity planning template.

- Module 4 Progress monitoring, looks at the Monitoring & Evaluation (M&E) deliverables including monitoring the actual implementation of planned activities and monitoring the delivery of outputs. It will also explain the importance of field visits, conducting special studies and how to build capacity and support for monitoring activities.

- Module 5 Producing useful information in reports, looks at the main report types and their key features. It will also examine the analytical aspects of reports that transform data into useful information.

- Module 6 Supervision, mid-term review and project completion, discusses supervision missions and some important aspects of the Core Outcome Indicator (COI) surveys conducted at mid-term and completion. It will take a closer look at the mid-term review (MTR), the project completion process and the project completion report (PCR). It will also look at the roles that the M&E Officer and M&E specialist play in all of the above activities of the project.

This course will take 2 hours approx. to complete.

Target Audience:
The primary target audience for this training includes IFAD staff involved in project supervision and implementation support who focus on M&E; M&E consultants; and M&E Officers in projects. However, anybody else with an interest in strengthening project-level M&E in IFAD-financed projects will also benefit from this training.
