Operations Academy - Pillar III - Monitoring & Evaluation (M&E) plan

This course will introduce the M&E plan, its purpose and the key actors who must prepare it. It will also present suggestions for the contents. 

The course is composed of five modules:
- Module 1 Introduction to the M&E plan, looks at what is an M&E plan, who must prepare it and its purpose. We will also look at the process of preparing the M&E plan and the proposed sections.

- Module 2 M&E Plan: Project background & purpose and scope of the M&E system, looks at some important project design characteristics that may influence M&E. We will also discuss how the M&E plan would describe the project's general approach to planning, monitoring and evaluation.

- Module 3 M&E resources and activities, looks at the purpose and approaches for listing M&E actors and tasks, showing data flows, listing M&E activities using calendars and checking the M&E budget as part of preparing the M&E plan.

- Module 4 M&E tools and procedures, looks at the different M&E tools and procedures that should be described in the M&E plan. These include the M&E matrix and the systems for storing and processing data. They also include data collection tools used for outcome surveys, for output indicators and for the Annual Work Plan and Budget (AWPB).

- Module 5 M&E deliverables, focuses on how to describe M&E products in the M&E plan, including key mandatory M&E products, their contents and the purpose that they serve.

This course will take 1 hour and 20 minutes approx. to complete.

Target Audience:
The primary target audience for this training are M&E Officers and M&E specialists (IFAD staff or consultants) involved in the preparation of the M&E plan. However, anybody else with an interest in strengthening project-level M&E in IFAD-financed projects will also benefit from this training.
