The overarching goal of IFAD’s strategy is to support the Government’s efforts to promote inclusive and sustainable rural economic transformation, with improved resilience on the part of rural communities. This will be pursued through two strategic objectives:

• Creating economic opportunities for the productive poor.
• Establishing an enabling environment for an adaptable, sustainable and inclusive rural economy.
