IFAD upholds the highest standards of ethical behaviour.
We cannot change what we do not know. That's why IFAD reports results in a transparent and accountable way. Only through rigorous evaluation can we make evidence-based decisions that are critical to increasing our effectiveness.
To that end, in 2021 IFAD adopted a revised evaluation policy which covers the entire spectrum of its evaluation system.
The Independent Office of of Evaluation (IOE) was established in 2003 to objectively assess our policies, strategies and operations. IOE provides IFAD with learning about what works and what doesn’t. This enables us to refine the design and execution of our work for improved performance.
IOE uses rigorous monitoring and evaluation tools and knowledge management systems to effectively measure, assess and document our work
An advisory panel of experts advises IOE on evaluation strategies, methodologies and deliverables.
IOE is composed of a team of qualified professionals with experience across a wide range of expertise, including international development, research and capacity building.
IOE’s principal external accountability tool is its Annual Report on the Independent Evaluation of IFAD (previously called the Annual Report on Results and Impact of IFAD Operations).
The report draws on independent evaluations of IFAD-financed operations.
