Managing for results
Rural development can transform lives – but only when it is done effectively.
To create long-term impact that is inclusive, sustainable and cost-effective, we use a results-based approach so we can plan for the results we want, track progress and do more of what works.
For each country where we plan to launch a project or programme, IFAD produces a country strategic opportunities programme (COSOP) or a country strategy note.
These documents describe the country setting, identify problems and their causes, and outline a cohesive strategy for addressing these based on what has worked in comparable contexts. They also include strategic objectives, indicators and targets.
The project's design outlines a monitoring and evaluation (M&E) system for collecting data on progress and results throughout the project's lifecycle. Through this, we can better assess projects, identify what works and what could be improved, and make evidence-based decisions to improve ongoing and future projects.
Moreover, a set of Core Indicators help us aggregate results and assess them in relation to the Sustainable Development Goals.
Complementing this regular reporting, IFAD’s Independent Office of Evaluation (IOE) carries out independent project evaluations which offer additional insights to guide evidence- and results-based decision-making. Management tracks IoE recommendations and their implementation status through the PRISMA dashboard which summarizes accountability and learning aspects.
By rigorously evaluating our work, we improve accountability and transparency, while always learning and improving so we can deliver better results for a greater number of rural people.
Our Development Effectiveness Framework outlines how IFAD and our partners can enhance the generation and use of evidence in projects.
Building M&E capacity is critical for improving results. Various initiatives work towards this:
The Programme in Rural Monitoring and Evaluation trains governments on M&E.
RESOLVE trains staff in more than 80 countries on results-based management.
Advancing Knowledge for Agricultural Impact enabled partners to assess M&E systems, detect shortfalls and develop plans to address them.
The DELIVER initiative established results-based management units in government offices in six countries.
- The Report on IFAD’s Development Effectiveness (RIDE) reviews our performance and results. It reports on progress towards targets in our Results Management Framework and our contribution to the Sustainable Development Goals.
- Our impact assessments measure and report on the impact of our work, allowing us to assess our overall impact and development effectiveness.
- IOE’s Annual Report on the Independent Evaluation of IFAD (ARIE) provides an independent overview of the performance of IFAD-supported operations.
- The Rural Development Report (RDR) shares IFAD's expertise on pressing rural development issues to help inform investments in rural areas.
- IFAD is a voluntary signatory of the International Aid Transparency Initiative which works with donors, partner countries and civil society organizations to make information about aid spending easier to access and use. As part of this, IFAD publishes a range of data on all IFAD-financed projects.
