Lead Evaluation Officer
Johanna Pennarz is a lead evaluation officer at the Independent Office of Evaluation. She has been leading evaluations of IFAD's country strategies and programmes in Nigeria, Egypt and Georgia. She was also the lead author of the evaluation syntheses on gender and partnerships.
Prior to joining IFAD, she worked for the German International Cooperation (GIZ) as senior evaluation specialist at the Prime Minister’s Office in Uganda. In that role, she supported the Government of Uganda in the implementation of its strategy to build evaluation capacities within government and civil society. Before that, she worked as principal evaluation consultant for Itad in the United Kingdom, where she led a team working on a number of complex evaluations for bilateral and multilateral development partners, including the African Development Bank, United Nations Children's Emergency Fund (UNICEF), United Nations Human Rights-Office of the High Commissioner, Department for International Development (DFID) and the Swedish International Development Cooperation Agency (Sida).
Johanna Pennarz holds a PhD from Munich University in Germany and an MA on Social Anthropology from Goettingen University in Germany.
