Senior Evaluation Officer
Mònica Lomeña-Gelis is a senior evaluation officer in the Independent Office of Evaluation (IOE). She is an environmentalist and evaluator with several years of professional experience in international development and development effectiveness in Latin America and Africa.
Previously she worked as Principal Evaluation Officer at the African Development Bank (since 2017). She was an evaluation consultant for IFAD in Rome and coordinated development projects in the Sahel for the United Nations Convention to Combat Desertification (2015-2016). Prior to that she worked as Monitoring and Evaluation Officer at the West and Central Africa Regional Office of the United Nations Capital Development Fund in Dakar (2010-2014); as a Research Fellow at the Independent Office of Evaluation and Oversight of the Inter-American Development Bank in Washington, D.C. (2007-2010); in the NGO sector in Bolivia (2002-2005) and in the environmental private sector in Spain (2000-2002).
Lomeña-Gelis holds a Bachelor’s Degree in Environmental Sciences (Universitat Autónoma de Barcelona, Spain, 2001) and a Master’s in Environment and International Development (University of East Anglia, United Kingdom, 2006). She also holds a doctorate from the Universitat Politécnica de Catalunya, Spain.
