Senior Technical Specialist, Rural Development/Institutions
Norman Messer is the Senior Technical Specialist in Rural Development and Institutions at the International Fund for Agricultural Development (IFAD). He provides advisory services to the Fund on institutional issues in project design and implementation.
Before joining the Fund, Messer worked in the private sector in the United Kingdom and Italy, with an NGO in Brazil, and for the Food and Agriculture Organization (FAO) as Rural Organisations Officer in charge of research on rural institutions, community-driven development and participatory planning processes and agricultural cooperative development
Messer holds a BSc from London School of Economics and Political Science, United Kingdom, and an MSc from School of Oriental and African Studies, United Kingdom. He is a member of the Association for Heterodox Economics and serves on the Council of Roma Tre University for the master’s course on Human Development and Food Security (held in collaboration with FAO and the World Food Programme).
