Lead Technical Specialist in Land Tenure
Harold Liversage
Harold Liversage is the Lead Technical Specialist in Land Tenure for the International Fund for Agricultural Development (IFAD). He assists IFAD in its efforts to better address land and natural resource tenure issues in the projects and programmes it supports.
Prior to joining the Fund, Liversage worked in South Africa for the Association for Rural Advancement as well as for the government’s Department of Land Affairs. He also worked as a Land Tenure Adviser for the Zambézia Agricultural Development Programme in Mozambique before being contracted by the Department for International Development to work as a Land Policy Adviser for the Ministry of Lands and Environment in Rwanda.
Liversage is a member of the Food and Agriculture Organization’s Tenure Guidelines and Africa Land Policy Initiative Steering Committees, the Global Donor Working Group on Land, the Global Land Tools Network Advisory Board and IFAD’s alternate representative to the International Land Coalition’s Council. He holds a master’s degree in Urban and Regional Planning from the University of KwaZulu Natal, South Africa.
