What is the RIDE?

The Report on IFAD’s Development Effectiveness (RIDE) brings together evidence on the organization’s results and highlights its contribution to the Sustainable Development Goals.

The RIDE presents the main achievements of IFAD’s project portfolio by looking at both immediate results - for example, how many smallholder farmers received training on productive practices or how many kilometers of rural roads were constructed - as well as medium-term results – such as the sustainability of benefits over time.

It also looks at internal processes and how efficiently they support effective operations. In addition to providing the latest data, the RIDE also touches on the key reasons behind the achievement or under-achievement of targets – thus offering a comprehensive assessment of the organization’s performance.

IFAD’s Results Management Framework 2019-2021

Results

In the RIDE, results are measured according to the indicators and targets agreed with Member States under the Results Management Framework (RMF).

The RMF encompasses three levels, or “tiers” of results. Tier I tracks high-level indicators within the SDGs, focusing on poverty, food security, nutrition, income and investment in agriculture. Tier II measures all the aspects that are relevant to development effectiveness: impact, development results, outcomes and outputs. Finally, Tier III looks at IFAD’s internal processes and operational efficiency.

The RMF is updated every three years, in line with the commitments agreed with Member States for every Replenishment period. This year’s RIDE looks at the results achieved for 2019-2021 (IFAD’s 11th Replenishment period or IFAD11) and measures results according to the RMF agreed upon for the IFAD11 period, also called RMF11.

IFAD and the SDGs

The 2030 Agenda is a global commitment to “leave no one behind” in realizing the Sustainable Development Goals.

Agenda 2030 is universal: it applies to countries at all levels of development. It is also comprehensive - spanning social, environmental and economic issues.

Nowhere is the challenge of leaving no one behind more salient than in rural areas. Rural communities are being disproportionately affected by the impacts of critical shocks – including increased climate volatility and the economic and social effects of the crisis brought on by COVID-19.

IFAD’s vision of inclusive and sustainable rural transformation is key to overcoming such challenges. All of IFAD’s projects focus on small-scale agriculture, to connect farmers and poor rural women and men to markets and services so they can thrive and earn more.

To achieve this vision, IFAD works with its Member States and other stakeholders to generate improved and more resilient livelihoods for all poor rural people, including smallholder farmers, land-poor and landless workers, women and youth, marginalized ethnic groups, and victims of disaster and conflict, while not undermining the natural resource base.

Given its goal of transforming rural areas, as well as its unmatched experience and niche expertise in investing in small-scale farmers and producers, IFAD’s work and mandate are central to achieving SDG 1 - no poverty and SDG 2 - zero hunger. IFAD’s programme of work also contributes to other SDGs, such as 4 - quality education, 7 - affordable and clean energy, 8 - decent work and economic growth, 9 - industry, innovation and infrastructure, and 13 - climate action.

As a specialized global development organization and Fund exclusively dedicated to transforming agriculture, rural economies and food systems, IFAD has a pivotal role to play in ensuring that global development financing – and developing countries’ own resources – reach the rural poor.
