Elifuraha Laltaika is member of the UN Permanent Forum on indigenous issues and the founder of Association for Law and Advocacy for Pastoralists (ALAPA) based in Arusha, Tanzania. He works with Tumaini University Makumira in Arusha, where he teaches International Law, Human Rights Law and Constitutional Law. Elifuraha recently served as a visiting scholar at Stellenbosch Institute of Advanced Study (STIAS) in South Africa, to work on a project entitled Legal Protection of Hunter-Gatherer Groups’ Land Rights in Central and Southern Africa. Prior to that, he served as a Harvard Law School Visiting Researcher, and his research focused on extractive industries and community rights in international and comparative legal perspectives. He was a senior Fellow at the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, Switzerland. In addition to publishing in the area of indigenous peoples rights, he has consulted numerous institutions on the subject. He has trained high court judges, members of parliament, practicing lawyers and national human rights institution’s staff in Tanzania on indigenous peoples’ rights under international law. Elifuraha holds Doctorate in Law from the University of Arizona, USA. He is a member of the Bar Association of Tanzania mainland.
