Afghanistan shows how times of crisis can catalyse real change
Our Country Director for Afghanistan, Jing Pacturan, shares insights on the long-lasting impact of short-term responses.
Jerry "Jing" E. Pacturan is IFAD’s Country Director for Afghanistan, Iran, Papua New Guinea and Mongolia. He also manages the European Union-IFAD financed grant projects for farmers organisations in 13 APR countries including Mongolia. Pacturan joined IFAD in 2016 as a Country Programme Officer covering the Philippines and Myanmar portfolios before being appointed to his current role in 2022.
Prior to joining IFAD, Pacturan headed a national NGO in the Philippines and served as Undersecretary (Vice Minister) of the Philippines Department of Agrarian Reform from 2010-2014. He has has worked in rural development since 1984, when he began working with NGOs providing support to organizations of farmers and fisherfolks. He also taught entrepreneurship formation at Xavier University - Ateneo de Cagayan with trainees from Southeast and South Asia and the Pacific.
Pacturan obtained a degree in Sociology from Xavier University - Ateneo de Cagayan before studying at the Asian Institute of Management, the Boulder Institute of Microfinance and the Harvard Kennedy School of Government.
