The project area is among the most disadvantaged on the country. Agricultural productivity is low and rural infrastructure is lacking or inadequate. The average subsistence farm does not produce enough to feed the farmer's household adequately.

- establishing or strengthening commercial and financial service institutions
- supporting small rural enterprises
- improving roads and village water supplies
- involving participants fully in planning, financing and implementing the project
