Special Country Programme
This programme expanded on the IFAD-supported Rehabilitation Programme for Drought-Affected Areas, with a focus on soil and water conservation and small-scale irrigation schemes. It addressed the problems of land degradation in the highlands and involved farming communities in the design, construction and maintenance of conservation schemes. It also helped women establish vegetable gardens, and it created a development fund to be used by women for small-scale income-generating activities. The programme supported rehabilitation and construction of small-scale irrigation schemes. It also focused on strengthening national capacities to provide irrigation for agriculture.
