The Government of Sri Lanka is keen to share the successful outcome of the IFAD-funded National Agribusiness Development Programme (NADeP), which was recently completed in December 2017. NADeP is the first example in Sri Lanka of a rural development programme that has successfully incorporated public investment into the private producer partnerships model.

NADeP, with IFAD’s direct supervision, has applied innovative solutions to successfully broker and implement 16 distinct 4Ps with the private sector – namely agribusiness companies – and has formalised partnerships with eight commercial banks.

The Sri Lanka 4P experience will be reviewed by representative stakeholders from the public sector, agribusinesses, the banking sector and rural producers. Development partners and experts will contribute to the discussion by sharing their regional and global experience.

The 4P model that was developed by NADeP, has been scaled up and applied to the IFAD-funded Smallholder Agribusiness Partnerships Programme (SAPP) in Sri Lanka. The NADeP 4P model serves as a baseline for agribusiness and value chain development in Sri Lanka. Other national stakeholders and development partners interested in pursuing pro-poor partnerships in agricultural and rural sector development in the country are now leveraging the model.

The overall objective of the conference is to build on the 4P model and use it in future projects in Sri Lanka and around the world.
