In the four provinces in the project area, the plains areas have a considerable potential for grain production, and the hilly areas have a good potential for activities related to livestock, particularly poultry and goats. One of the aims of the project was to revive food grain production to alleviate the food crisis, as one important aspect of the overall objective, which was to raise the standard of living and nutritional status of poor rural people in the disadvantaged areas. 

The main focuses of the project were the rehabilitation of crops and of livestock. To rehabilitate food grain production in high productivity areas, the project provided key agricultural inputs, including fertilizers and spare parts for tractors, to increase rice and maize production. In hilly areas, the project provided credit to enable cooperatives and their member households to expand small livestock production.

In the longer term, the project was to be a model for higher and more sustainable production through greater specialization among regions and among cooperative farms. At the grass-roots level it promoted gradual change and innovation, including greater flexibility and decentralization in decision-making and production.
