Livelihoods and Access to Markets Project


This project covers the entire State of Meghalaya and is fully aligned and integrated with state government plans for river basin development. It directly supports the strategic objectives of the Country Strategic Opportunities Programme in India, which include increasing access to agricultural technologies, natural resources, financial services and value chains.

Specifically, the project aims to improve household incomes and the quality of life in rural areas through enterprise facilitation centres in all of Meghalaya's 39 subdistricts. These centres will support around 47,400 enterprises over the project's eight-year lifespan. A total of 54 clusters for development of natural resources, food security and marketable crops will be established in 18 of the subdistricts, reaching a total of 1,350 villages. In line with government policy, the project will adopt a saturation approach, covering all villages in a cluster and all households in a village.

Target groups include the following:

  • Tribal communities, which form nearly the total population to be covered by the project
  • Women, particularly in remote areas
  • Rural young people
  • Households living below the poverty line within selected areas.

The project will adopt specific targeting strategies for each of these groups to ensure that the most vulnerable and marginalized rural people are covered.
