The overall goal of the programme is to contribute to an enabling environment for rural poverty reduction through support to rural smallholders and their organizations at the national, sub-regional and regional levels in Asia and the Pacific.

The target group will be composed of farmers and rural producers, especially smallholders and vulnerable groups, and their households, through their participation in farmers' organizations. This target group includes smallholder men and women farmers and producers who are members – or interested in becoming members – of local and national  farmers' organizations in 29 countries across the region.
