The project was designed in the wake of the devastation caused by cyclone Ofa in 1991. Its overall aim was to help restore badly damaged farms to full production capacity, rehabilitate infrastructure essential for the recovery of village economy and social life, and lay the groundwork for longer-term investments in agricultural and rural development. Activities included:

  • introducing pilot credit services for smallholders in preparation for a full-fledged rural credit programme in the country
  • restoring crop production
  • rehabilitating village schools
  • rebuilding extension field centres on Savai’i and Upolu islands

The project particularly targeted poorer communities in remote parts of the islands where the most severe damage occurred.
