Kidal Food and Income Security Programme

The programme aimed to:

  • rebuild and develop the economy of the Kidal region and to reduce the risk of the collapse of the economy in case of future drought
  • facilitate the voluntary return and socio-economic reintegration of indigent herders
  • promote viable associations of livestock breeders to enable them to become self-sufficient and withstand future droughts
  • increase food crop production by improving agricultural and animal husbandry practices
  • encourage environmental protection through sustainable management of pastures, drawing on traditional experience and based on appropriate policies

Like in the case of Phase I of the Development Project in the Zone Lacustre, the programme experienced considerable initial delays, partly because of security problems caused by the Touareg rebellion of 1990-1994. It was also difficult to recruit qualified personnel prepared to live and work in such isolated and remote areas.
