The programme targets smallholders, landless people and households headed by women in a mountainous area where settlements are remote and scattered. Its main objective is to improve the well-being of poor rural people in the area. Low agricultural productivity, land degradation, inequitable land distribution and lack of employment opportunities have forced much of the male population to migrate in search of work.

The creation of community-run organizations provides a strong basis for the devolution process now taking place in Pakistan. This programme helps set up such organizations, ensuring broad social participation that includes women. Improved infrastructure and training in the management of natural resources will also increase income opportunities for poor families in the programme area.

The programme builds on the positive outcomes of previous IFAD projects in the country, such as the Neelum and Jhelum Community Development Project and the Mansehra Village Support Project.

This programme is being re-designed to respond to the earthquake crisis.
