Evaluation

Evaluations provide a basis for accountability by assessing a range of factors that affect IFAD’s performance in reducing rural poverty in recipient countries. They identify successes, constraints and shortcomings, which in turn help the Fund improve its performance.

Accountability is a key step in the learning process. IFAD continues to develop effective monitoring and evaluation (M&E) and knowledge management systems and tools to measure, assess and document its achievements and pinpoint areas where improvement is needed. This enables IFAD to constantly improve the way in which it designs development projects, monitors progress, and measures results and impact.

Ensuring independent evaluations

The Independent Office of Evaluation of IFAD (IOE) is responsible for evaluating IFAD-financed policies, strategies and operations. These evaluations help reveal what does or does not work, and to guide the development of successful policies and strategies to support rural transformation in developing Member countries.

IOE’s Annual Report on the Independent Evaluation of IFAD (ARIE) draws on independent evaluations of IFAD-financed operations. It is IFAD's principal external accountability tool and allows us to monitor the effectiveness of our work. Until 2021 this report was called the Annual Report on Results and Impact of IFAD Operations (ARRI). 

Linking operations to corporate results reporting

The Report on IFAD’s Development Effectiveness (RIDE) is the Fund’s main corporate document reporting on institutional and development effectiveness. The main objective of the report is to strengthen accountability and learning, as well as to identify systemic issues that need attention for improving organizational performance and results.
