Senior Partnership Officer, Replenishment

Leon Williams

Leon Williams is a senior partnership officer in IFAD’s Global Engagement, Partnerships and Resource Mobilization Division. He is responsible for managing IFAD’s replenishment - the process through which the Fund is held accountable for its results, defines its strategic priorities, and mobilizes concessional funding to finance its operations.

Williams has over a decade of experience in development, covering operational, strategic and resource mobilization functions. He has previously worked in IFAD’s Office of Strategic Budgeting, and in the Programme Management Department as an Associate Country Programme Manager and Rural Development Specialist, with particular focus on the Horn of Africa region and Yemen. He has been particularly involved in developing IFAD’s strategies for engagement in fragile situations and establishing new resource mobilization instruments. Prior to joining IFAD, Williams worked for a social enterprise addressing food waste and food poverty, and was a trainee at the Council of the European Union.

Williams holds a Master’s degree in Agricultural Economics from the University of London School of Oriental and African Studies, and a Bachelor’s degree in Social Anthropology and Archaeology from the University of Manchester.
