The webinar was attended by around 90 participants, and generated lively engagement and discussion in both the Zoom chat and the Q&A plenary session.
Ms Pennarz and Mr Molloy discussed the elaboration of the gender-transformative framework, derived from the 2017 IOE evaluation titled What works for gender equality and women’s empowerment – a review of practices and results, and its subsequent use in IOE evaluations. In particular, Ms Pennarz presented the framework and theory of change for assessing gender transformative change as part of the 2017 evaluation, with a practical example from IOE’s 2019 project performance evaluation of the Tejaswini Women’s Empowerment Programme, for which the main question was whether or not the project’s contribution to gender equality and women’s empowerment could be considered transformative.
