IFAD’s knowledge, research, data and impact

IFAD promotes evidence informed decision making and advice. Knowledge, data and evidence curation, synthesis, translation and dissemination for research and data are key for impactful policy, investments and practice.

The Strategy and Knowledge Department (SKD) leads within IFAD in providing technical expertise to operational teams to enhance effectiveness of development investments. An important area of focus for SKD is generating, curating, synthesizing and disseminating knowledge and evidence on IFAD’s strategic themes, and encouraging innovative and real-time application of cutting-edge global knowledge and evidence in IFAD investments to support inclusive and sustainable rural transformation

SKD is composed of three divisions: (i) Environment, Climate, Gender and Social Inclusion Division (ECG); the (ii) Sustainable Production, Markets and Institutions Division (PMI); and the (iii) Research and Impact Assessment Division (RIA). SKD is also supported by a knowledge unit that focuses on synthesis and use.

Within SKD, RIA is the research, data, knowledge
and evidence generation arm of IFAD

By systematically assessing the impact of IFAD investments and through research, RIA produces evidence and knowledge to support the design of new projects/programs, and to inform advice and strategies aimed at achieving low emission climate resilient rural development and food system transformations.

It also focuses on strengthening IFAD's capacity to influence dialogue on rural development globally through analysing the context in which IFAD operates. Working with partners inside and outside IFAD, RIA conducts research on relevant themes, such as agricultural and rural transformation, economic mobility and social inclusion, climate and environment and resilience.

Impact Assessment Manual

This manual is designed to provide detailed step-by-step information, examples and guidelines to those interested in conducting rigorous impact assessments using the approach followed by the RIA division of IFAD.

It aims to give the reader all the instruments for assessing the impact of a given development project, and at the same time, ensure comparability across projects and countries along the entire impact assessment (IA) cycle. A standardized set of activities and procedures is crucial for research transparency, data sharing, and aggregating estimated impacts from individual projects to calculate corporate impact.

With reference to each step of the IA cycle, the reader is given all the information as well as relevant examples and template documents to be used and adapted to project context within each phase of the assessment. The sections in this manual comprise a description of all the activities to be performed, together with a series of Helpful Links placed in a dedicated section that take the reader to either publicly available websites and links, or the RIA document repository (accessible only to internal users).
